Job Description:

Human Rights and Environment Development Centre (HuRENDEC) Nepal, Kalikot and Social Empowerment and Building Accessibility Center–Nepal (SEBAC-Nepal), Kailali JV hereby invites application, for the below mentioned positions, from interested Nepalese candidates who is reliable, accountable, have an ability to deliver results for TB-SWAp-III program which is being funded by TBSU/HELVETAS Swiss Inter cooperation Nepal in all 10 districts of Karnali province. The project is designed to provide technical assistance for trail bridges in Karnali Province.

1.  Position Title:  Technical Officer (level-6)-1  

Job Location: Joint venture (JV) of HuRENDEC and SEBAC-Nepal’s Provincial Office, Surkhet   (with frequently field visits in targeted districts/ municipalities)

Report to: Technical Coordinator and project coordinator  

Contract Period: Up to 31 December 2020, possibility of extension

Major roles and responsibilities 

  • Assist the Technical Coordinator and Project coordinator to provide technical assistance to the assigned s/DTOs ensuring that construct bridges uniformity with the National Policy, TBS/LIDP and all lots Core Manuals.
  • Assist to monitor the physical progress and quality of each new constructed and maintenance bridges by field visit at critical mile stones and data entry into PMIS and TBSIS.
  • Assist the Rural/ Municipalities in their annual Bridge Planning and Budgeting.
  • Support DCC/RM/Ms/District NGO to survey bridge sites ensuring that it is socially and technically feasible and geologically and hydrological sound.
  • Support DCC/ RM/Ms /District NGO to prepare the design, drawings and quantity/cost estimate ensuring that the bridge is optimized on design and cost.
  • Reviewing each prospective survey / design / cost estimate against TBS/LIDP and its Core Manuals.
  • Check each prospective survey / design / cost estimate against TBS/LIDP and its Core Manuals.
  • Deliver punctual support to RM/M/DCC/DTO on written request.
  • Support DCCs/RM/M/District NGOs to supervise the construction work at bridge sites where capacity lacks.
  • Monitor each bridge at the critical milestones by visiting the site.  In addition, undertake Monitoring & Inspection on each questionable bridge.
  • Motivate RM/Ms to install safeguard policies
  • Quality Assurance during fabrication and procurement of goods and services.
  • Testing and inspection of steel parts procured by DDC/ RM/Ms.
  • Follow up and discuss with DCC/ RM/Ms / BMC to build awareness and to insure that the BW/BMC is functional and routine maintenance is executed..
  • Support DCCs/ RM/Ms to carry out survey, design and cost estimate and supervision of the Rehabilitation Major Maintenance of the bridges.
  • Data entry and compile TBSIS and ensure its reliability on the basis of physical evidence, i.e. site visits and NGO’s monthly reports.
  • Ensure that the identified shortcomings and rectification works at sites get done.
  • Facilitate to conduct Public Hearing, Public Review and Public Audit at the community level
  • Social monitoring during the entire process: from the community agreement till the completion of the bridge.
  • Overall responsible for quality of bridges constructed.

Required Knowledge, Skills, and Abilities:

  • Good interpersonal skills
  • Readiness to conduct field visits in remote areas;
  • Ability to represent and interact independently with Palikas/Provincial authorities.
  • Understanding on local context and local language will be appreciated
  • Proven skill in social mobilization; communication and computer skills.
  • Well understand about local government system. 

Education + Experience:

  • Diploma in Civil Engineering or Overseer in Civil engineering.
  • At least 2 year experience in similar positions;
