Technical Director – GHSC-PSM 

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. 

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: 

•  Global Commodity Procurement and Logistics 
•  Systems Strengthening Technical Assistance 
•  Global Collaboration to Improve Long-Term Availability of Health Commodities 

Purpose  

The Technical Director is responsible for assisting the Country Director with development and implementation of work plan and supervision of technical staff. S/He will provide oversight of all technical aspects of the project.  

The Technical Director (TD), in coordination with the Country Director, provides strategic guidance and oversight on key supply chain functional areas such as Forecasting & Supply Planning, Warehousing and Inventory Management, Management Information System, supply chain governance and capacity development to strengthen national supply chain health system strengthening to ensure continuous availability of health commodities at service delivery points.  

The TD informs the overall technical vision to strengthen supply chain management and long-term strategic direction of the family planning and Maternal Neonatal Child Health (MNCH) task orders of GHSC-PSM in Nepal, to ensure delivery of essential health commodities to support the national health system. Moreover, the TD serves on the Senior Management Team, as such, closely coordinates with the other project teams such as M&E, operations and finance teams.  

Principal Duties and Responsibilities: 

• Directly supervise technical staff including Health Systems Strengthening, MIS and M&E teams.  
• Lead the efforts to improve and strengthen in-country supply chain logistics through data analysis and improved forecasting accuracy to ensure no stock-outs  
• Provide support and technical assistance to the central government and other supply chain stakeholders to improve core supply chain functions and data visibility  
• Provide strategic guidance to the technical teams and promote best practices in order to improve FASP, warehousing and inventory management, data availability, accuracy and visibility to inform decision making for continuous availability of FP and MNCH commodities.  
• Provide oversight for the conducting of assessments as necessary to understand storage capacity requirements at various levels in the supply chain.  
• Provide leadership for annual work plan development, activity tracking and reporting  
• Conduct regional travel to participate in spot-checks to monitor GHSC-PSM interventions and provide inputs to defining solutions to correct all observed gaps 
• Produce monthly and quarterly activity reports highlight project milestone achievements, challenges and success stories. 
• Review all regular technical reports, including for task orders and other reports for USG and GHSC-PSM headquarter, as well as M&E quarterly reports produced by the field office before submission to headquarters or USAID 
• Troubleshoot communication issues, facilitate clear, concise, and streamlined communication within the teams, and relevant stakeholders;  Supervise and mentor technical staff to ensure continual professional development 
• Support the Country Director in maintaining positive working and consultative relationships with the Ministry of Health and Population, USAID, and other partners as relevant 
• Represent GHSC-PSM Nepal as technical lead in internal and external meetings 
• Perform other tasks as directed by the Country Director, or designee. ​

Location of Assignment: 

This long-term position will be based in Kathmandu, Nepal, with occasional local, regional, and international travel required. 

Supervision:  

Technical Director will report to the Country Director

• Ability to create efficiencies and lead the implementation of large complex public health programs, preferably with experience in medical logistics, or health commodity supply chain management  
• Knowledge and experience with developing supply chain strategic plans, supply chain assessments, supply chain performance evaluation in developing countries. 
• Demonstrated ability to set and monitor performance against key performance indicators 
• Demonstrated ability to apply supply chain management best practices and innovations to donor funded programs 
• Hands on knowledge regarding health commodity supply chains and commodity security  
• Knowledge of USAID project and contract mechanisms   
• Written and verbal fluency in English is preferred 
• Written and verbal fluency in Nepali is required 
• Both local and international applicants are encouraged to apply 

• Advanced degree in public health, pharmacy, supply chain systems, logistics, or a related field, or a bachelor’s degree in the same fields plus an additional 5 years of work experience with supply chains or health system strengthening 
• Minimum ten years providing technical guidance and oversight for supply chain management areas including but not limited to: Quantification and Supply Planning, warehousing and inventory management, MIS systems and capacity building for health commodity supply chains; at minimum 2 years of managerial experience implementing health supply chain systems
