We seek to eliminate Unsafe Abortion and the resulting deaths and injuries and to expand women’s access to Comprehensive Abortion Care, including contraception and rela ... ted reproductive health information and care.  Family Planning (FP) is one of the priorities programmes of the Ministry of Health and Population (MoHP) with an aim to foster equitable access and utilisation of quality FP services throughout the country. Over the years, Nepal has achieved a remarkable improvement in the reproductive health including FP services. However, despite this improvement, Contraceptive Prevalent Rate (CPR) in the country has been stagnant for decades. In addition, contraceptive knowledge and use is low while and Age specific Fertility Rate (ASFR) and unmet need for family planning is high among adolescent and youths because of various structural and socio-cultural barriers. Research suggests that youths are most effectively reached with messaging on sensitive issues like family planning among others when it comes from their peers. To capitalise on that approach, Ipas Nepal intends to orient and mobilise students in grades 11 to 12 who are studying in rural areas and provide them with the knowledge and skills to be “Change Agents” and disseminate FP messages in their community. Accordingly, Ipas Nepal invites applications from interested Nepalese candidates for the below mentioned position for its UK’s Department for International Development (DfID) funded Nepal Family Planning Project (NFPP) on “Addressing Unmet Need for Family Planning among Excluded and Vulnerable Women” implemented in partnership with Marie Stopes International (MSI)/Sunaulo Pariwar Nepal for identifying and orienting youths in two of its the project districts namely Kavre and Dailekh. The youth activity will be conducted in 2 project districts: Dailekh and Kavre. Youth related orientation and mobilisation will take place in Dailekh and Kavre in the 5 clusters (in each district) comprising 20 youths in each cluster.

Program Officer for COVID-19 response program

Ipas Nepal is working in Nepal for nearly two decades in strengthening safe abortion services in Nepal in partnership with Government of Nepal and other stakeholders. In 2020, Ipas Nepal supported the public health system to respond to the impact due to COVID-19 on SRHR through the orientation of the interim guideline on RMNCH in COVID-19 context to the managers and service providers from 16 districts, which has been highly appreciated by the managers of the districts.

The health systems are overburdened due to large number of COVID-19 cases and at the same time continuation of essential health care services is becoming a major challenge. The choices and rights to sexual and reproductive health care, however, should be respected regardless of COVID-19 status. To support this, Ipas Nepal is planning to implement intensive programs focusing on interim guidelines provisions in SRHR/RMNCH services in its program districts (Achham, Arghakhanchi &Syanja).

Duration: November 2020 till March 2021

Role and Responsibilities of the consultant: 

  • Planning and implementation of the project activities in the districts 
    • Develop the detailed implementation plan based on work plan of the project.
    • Coordinate the implementation of the project activities in the project districts and local government in all three districts.
    • Ensure timely execution of the project activities in all the districts.
  • Coordination and collaboration in the districts 
    • Coordinate with respective units at Ipas Nepal for technical assistance and necessary support.
    • Coordinate with Province/Cluster Coordinators in the districts as needed for timely execution of the project activities.
    • Coordinate with Health Offices in district, Local Governments, and health facilities.  
  • Monitoring of the project activities and reporting
    • Ensure regular monitoring of the program and follow up of the activities.
    • Collect and maintain a data base for reporting of the program achievements (outputs and outcomes) and share progresses on monthly basis to unit leads and Deputy Country Director (DCD).
  • Others – as per the need of the program and suggestions from Ipas Nepal team.

Required Knowledge, Skills, and Abilities:

  • Experience in monitoring and evaluation of the project.
  • Experience in working in humanitarian settings with wide knowledge of the SRHR subject areas.
  • Familiar with working modality of the three tire of government especially local bodies. 
  • Demonstrated experience on Rights Based Approach to SRHR.  
  • Strong written and communication skills in English and Nepal.
  • Ability to work in a team with excellent interpersonal skills.
  • Local candidates from the program districts Achham, Arghakhanchi, Syanja to be given priority.

Education + Experience:

  • Candidate with master’s degree in Public Health, Nursing can apply for the position. 
  • Excellent skills in program management, especially SRHR programs, with at least 3 years of prior experience.
