Job Description:

The Program and Operation Manager (POM) is mainly responsible to oversee the synergies of programs of WOREC and program of comprehensive capacity development of W/HRD program. Program and its activity planning, implementing, monitoring, reporting, documenting, stakeholder communications and coordination with field and other various stakeholders for comprehensive capacity development of the human rights defenders are the major responsibilities of POM. POM also oversees the program operation and development, overall administrative, logistics and procurement operation of the organization and assist in proposal writing and handling all tracking of specific and short-term projects, contracts, consultancies and training centres of different districts that have specified deliverables. POM works in close coordination with SPCs, Finance and Admin departments, PMs and ED of the organization. The POM takes lead role and works in close coordination with Coordinators of Kathmandu office and District Coordinators, Monitoring and Evaluation Manager/Officers of the concerned programs and other field staffs in achieving the goal and objectives of WOREC.   

Duties and Responsibilities

  • Responsible to oversee program of comprehensive capacity development of women/human rights defenders, capacity enhancement of human resources and organization development of resource and training centres of WOREC
  • Take team leadership and oversees all operation of organization including logistics, administrative functions, HR management, procurements and contracts of all the programs and campaigns. Take regular updates from district offices of the ongoing program and coordinate the organizations working with w/hrds and guide them through in managing both the program and the operations smoothly
  • Ensures that all campaigns and programs of the organization focusing on capacity development of human rights activists are well connected with the organization's vision, mission, goals and objectives and that the issues that come from the community are well linked with programs and campaigns
  • Make annual, half yearly, quarterly and monthly plan of program, implement activities effectively in order to achieve expected outcomes, document adequately and properly, and ensure timely reporting to donors
  • Also ensure that for all activities implemented, evidences/reports are documented at central level as well as district level
  • Take lead and provide support to develop annual human resource plan, administrative deliverables especially in contracts and partnerships management
  • Ensure the control, oversight and systematic operation system are functionally well and adheres the organization's finance, administrative and HR policies
  • Monitor progress and ensure quality by tracking program implementation and reporting on timely basis and making necessary adjustments to ensure the successful completion of the respective project
  • Fulfill the responsibilities under the supervision of Executive Director. Engage in preparation of analytical reports and submit it to Executive Director
  • Organizes and manage training, workshop conferences/seminar and interaction programs in coordination with different national and international partners
  • Develop the administrative annual budget and operation plan to support the program
  • Plan, design and carry out the training programs of comprehensive capacity development of W/HRDs
  • Develop and implement the campaign from women's human rights perspective considering the project documents as well as WOREC's vision and mission
  • Plan, design and conduct staff capacity building program and provide technical support to respective staff as per the need
  • Make field plans and carry out supervision and monitoring visits and provide technical inputs and required support to district management for successful completion of program/projects in all districts
  • Strengthen and maintain relationship with various resource persons, stakeholders and governments, non- government organizations and various networks

Required Knowledge, Skills, and Abilities:

  • Excellent organizational skills
  • Computer literacy
  • Adequate knowledge of administrative, procurement and contract management process 
  • Knowledge of working with UN Agencies and/or other donor agencies
  • Strong writing skills in English and Nepali languages

Education + Experience:

  • Master’s Degree or M.Phil in Business Administration, Social Sciences, Public Administration, Law, or other related fields
  • At least five years of experience in similar position
