Job Description:

Position: Policy Specialist

Location:   Dhangadhi

Supervisor:  Senior Provincial Project Manager

Organization:  Abt Associates

Position Responsibilities  

  • Work with local partners, government officials, and technical staff to identify policy needs at the provincial or municipal level and work with the Kathmandu based Senior Policy and Research Specialist to create and support the development of those policies.
  • Contribute to federalization policy issues such as revenue assignment, intergovernmental transfers, conflict mediation and oversight mechanisms.
  • Provide quantitative and qualitative inputs to the Monitoring, Evaluation and Learning (MEL) team regarding the implementation of federalization policy development activities at the provincial and municipal level.
  • Provide inputs regarding federalization policy development activities to quarterly and annual reports and presentations to provincial level parliamentary committees, government agencies, and  local governments.

Required Knowledge, Skills, and Abilities:

  • Demonstrated success as civil servant, liaison or advisor to government on federalization, decentralization, devolution or similar governance issues.
  • Successful track record managing fulltime and short-term technical staff in the implementation of policy development activities or initiatives.
  • Successful track record in donor-funded project reporting.
  • Experience implementing USAID projects is highly desirable.
  • Strong writing and communication skills needed.

Education + Experience:

  • Bachelor’s Degree (Master’s degree strongly preferred) in public policy, government administration, economics, law or other relevant field.
  • At least 6 years of relevant professional experience in government administration and/or public policy as technical advisor, project manager or consultant.
