Job Description:

Overall Purpose of the Job:

The overall purpose of this position is to manage procurement and fleet throughout the country. This includes coordination with relevant people, suppliers, transporters and other stakeholders on timely delivery of goods and services in various places as per the requirement. S/He will also be responsible to plan and smooth operation of fleet management in cost effective and efficient way that meets the requirement of the organization.

Key Responsibilities:

  • Manage and execute procurement of goods and services required for the organization following the guiding principles “Best Value for Money, Transparency, Accountability, Equal and Fair competition and Proportionality”
  • Process and prepare request for quotation, bid analysis, purchase order and other document related to procurement including tracking of purchase status
  • Ensure procurement of goods is in high quality, timely and cost-effective adhering to established policy of the organization
  • Take a lead role in managing and organizing venue for various events/trainings/workshops and meeting of the organizations
  • Carry out market survey twice a year basis for regular items and analyses the price trend over the period and report to supervisor
  • Ensure logistics/procurement policies including donor’s requirements are followed all the time and pay attention for making zero non-compliances
  • Update and develop qualified vendor roster and monitor maintain record on performance of the vendor. 
  • Support to PNGOs in their procurement process and capacity development in regards of Logistics Management
  • Maintain and update office filling systems for equipment, fixed assets, program supplies and office inventories. Conduct physical verification twice a year as per RIN procedures
  • Act as a security focal person and responsible for the security of staffs, premises and assets of the organization with reporting of security situation and develop security procedures relevant to the context. 
  • Day to day planning and movement of office vehicles ensures the best use of office vehicles for official travelling which include receiving vehicles requests, prepare daily plans, allocate driver/vehicles for the trips and monitoring the travel
  • Recording and monthly reporting on the cost of fuel consumptions, repair/maintenance costs of each vehicle, prepare analytical reports and submit to supervisor
  • Develop driver’s duty rooster and supervise the assignments, monitor their work performances, approve leave/time sheets, travel plans and calculate overtime payments
  • Ensure that all office vehicles are equipped with safe driving manuals, emergency medical kit box, fire extinguisher, and the seat belts
  • Alongside FAM, ensure day to day operations of RIN office including maintenance, supply and upkeep of assets
  • Supervise and support Drivers, Logistics Trainee and Logistics Volunteers

Required Knowledge, Skills, and Abilities:

  • A clear understanding of assets management, logistics management and transport is essential 
  • Excellent planning, task prioritization, and time management skills
  • Supervision skills and team-work experience. Experience supervising drivers, staff and/or volunteers is highly desirable 
  • Good communications skills both in English and Nepali
  • Ability to work and act under pressure  

Education + Experience:

  • Bachelor’s degree in management      
  • Minimum 3 years job experience in procurement, logistics and fleet management and at least 1 year in similar organization

Benefits:

  • All travel, accommodation, and food whilst on Raleigh business will be paid for by Raleigh International Nepal
  • Normal working hours during the programme are 40 hours per week, 5 days a week, with a day off scheduled on Saturday and Sunday 
  • The leave entitlement is 30 working days including sick leave per year plus 13 public holidays pro-rated to the contract. Outside normal working hours may attract Time Off in Lieu as agreed with the line manager, and in accordance with the guidance set out in the staff handbook
  • The salary and benefits will be as per RIN rules. Tax will be deducted as per government law
