                                                                            TERMS OF REFERENCE

                                                                                             For

                                                                                  Hiring Local Consultant

1.  Project Background  

Promoting Citizen Empowerment and Inclusive Democracy in Province 2 is a four-year project funded by the European Union and it aims in the target areas that a comprehensive understanding of local governance has occurred, and practical implementation has been anchored into day-to-day reality as well as in the regular calendar of events between local government and citizens. It is being implemented in Rajgadh and Bishnupur Rural Municipalities of Saptari, Karjanha and Kalyanpur Municipalities of Siraha and Isnath and Baudhimai Municipalities of Rautahat districts.

The project aims to work with local as well as provincial government while keeping the empowerment of marginalized citizens at the core of its mission. The project provisions for agricultural and market oriented vocational skills/training to youths (especially for youth girls) for their socio-economic empowerment. This is to strengthen and empower the youth networksat local level in agriculture and viable market job opportunities that will support them for income generation and establish strong linkage with local government. 

2.  Objectives 

The objectives of hiring a local consultant is to support the district partner organizations:Dalit Sarokar Manch (DSM) in Saptari, Mukti Nepal (MN) in Siraha and Environment and Child Development Council (ECDC) in Rautahat to conduct the activities planned under output three: Youth-led CSOs are empowered and benefit from socio-economic development. The consultant will be responsible to support the district partners in interacting with the youth groups,need assessment of group members, participant's selection for the vocational skills/life skills trainings, technically support the partners during the entire process of the vocational skills/life skills training.

3.  Scope of work

The consultant must frequently visit Saptari, Siraha and Rautahat districts. The consultant must have to support the district partners during the entire process of the vocational skills/life skills trainings. 

4.  Methodology

  • Review of the project documents and field visits
  • Meeting with district partners
  • Interaction/discussion with the youth group members of all working palikas 

5.  Target groups and training locations

The trainings will be carried out in Rajgadh and Bishnupur Rural Municipalities of Saptari, Karjanha and Kalyanpur Municipalities of Sirahaand Isnath and Baudhimai Municipalities of Rautahat district. It will focus trainings to Youth-led CSOs, especially young women from Dalit, Muslim and marginalized communities for agricultural and market oriented vocational skills/training to youths (especially for youth girls) for their socio-economic empowerment.

6.  Reporting and key deliverables

  • Detail reports of the field visit.

7.  Consultancy Timeframe

The local consultant will be responsible to work for four months. 

8  Payment Modality

The consultant will be paid on a monthly basis after deduction of tax as per the Nepalese tax law of Nepal Government. 

Required Knowledge, Skills, and Abilities:

  • Minimum five years of relevant professional experience in vocational skills/life skills trainings.
  • Consultant has demonstrated excellent analytical and writing skills.
  • Must be a local resident of province two.

Education + Experience:

  • Bachelor's degree in social sciences or related field.
