Job Description:

POSITION TITLE: Finance Officer– Short term

LOCATION: Kathmandu, Nepal, with travel to districts

REPORTS TO: Finance and Administration Manager

CONTRACT LENGTH: February to July 2020 (6 months)

POSITION SUMMARY:

The Finance Officer will closely work with the Finance and Administration Manager, and Finance Officer to release the payments, follow-up settlement of travel and other advances ensuring the existing compliances, Local laws and Policy/procedure of Winrock International and USAID. 

ESSENTIAL RESPONSIBILITIES:

  • Release the travel advance on time, review the travel settlement, coordinate with any issues on the travel settlement and travel reimbursement, ensure the completeness of the supporting documents and mathematical accuracy.
  • Work with Administration Officer for the timely payment of all procurement, Air tickets, electricity, water, rent and all logistic invoices. Ensure the accuracy and completeness of the documentation. Ensure the Winrock International and USAID standards and requirements in each transaction.
  • Review Petty Cash replenishment and related Petty Cash vouchers and supporting documents 
  • Enter all vouchers in Quick book, use the correct account and task code and review the reports on weekly basis for the Field Office Voucher (FOV) submission
  • Accounts Payable and Accounts receivables: Generate, record and reconcile the Accounts payable and receivable on monthly basis and report to FAM
  • Prepare Bank reconcile of all bank accounts and petty cash on weekly basis and report any discrepancies to FAM.
  • Work on the VAT Claim requirement of the Project - enter all VAT invoices in the IRD System for the VAT claim provision. Conduct VAT reimbursement reconciliation.
  • Work on TDS deposit on monthly basis. Enter all TDS in the IRD system and provide TDS deposit evidence if asked by Vender.
  • Ensure the all invoices and supporting documents are translated in English, affix the paid stamp and complete the scanning of all Vouchers.
  • Follow in-country policies, procedures, forms, and record maintenance systems that adhere to Winrock International and USAID standards and requirements
  • Records Retention: Organize and maintain all records and files in accordance with general audit standards (GAAP) and USAID requirements.
  • Audit: Prepare all accounting records in accordance with audit standards (USAID and local).
  • Travel: As required by the Project need

Required Knowledge, Skills, and Abilities:

Experience:

  • Experience of working in international projects to the highest ethical standards 
  • Experience on USAID project is preferred
  • Experience on Quick book

Skills/Knowledge:

  • Ability to do the best negotiation to fit the organizational objectives
  • Sound knowledge of donor contracts, financial and accounting regulations and procedures
  • Strong recording and documentation skill required
  • Strong Coordination and effective communication skills required
  • Strong computer skills, especially with accounting software such as Quickbooks, spreadsheets, and financial analysis 
  • Knowledge of and adherence to USAID and Winrock International’s code of ethics, and specifically child safeguarding and trafficking in persons provisions covered in the project agreement.

Communication: Excellent spoken and written communication skills, including the ability to liaise with technical staff and present information in a clear and concise style. Fluency in written in English.

Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.

Education + Experience:

  • Education: Bachelor's degree in Financial Management or related field
  • Technical: 5 years of professional experience on Financial Management and a minimum of three years’ relevant experience under USAID or other international projects.
