Job Description:

Job Title : Finance and Administrative Officer

Position Reports To : Direct Reporting: Project Coordinator of Bagmati Welfare Society Nepal , Matrix Reporting: Finance Coordinator, WVINOffice

Position Location : Bagmati Welfare Society Nepal (BWSN), Sarlahi

Area of Responsibility : 

  • Must gain in-depth knowledge on organization’s vision, mission, objective, policies, principles, norms, rules/regulations, working modalities as well as clear understanding of the project specific concept, process and other requirements of the relevant project within maximum 1 month of the appointment
  • Ensure that appropriate finance systems are maintained, and all procedures and controls are implemented 
  • Review payment vouchers to ensure all compliances, local and national legal requirement relating to tax with its proper supporting documents 
  • Ensure proper and timely maintenance of books of account and effective internal control system practicing in place 
  • Preparation and compilation of different periodic reports to be submitted to the management and WVIN
  • Support in the preparation and review of budgets and monitor actual expenditure versus budgets
  • Systematic numbering and filing all the vouchers with its proper and organized supporting documents
  • Monitor cash flow, and ensure that sufficient funds are always available in the bank
  • Play lead role for financial discipline and avoiding fraud and corruption
  • Support in procurement of goods, service and works, and provide the technical support to meet WVIN7R principle
  • Provide general office administration with ensuring smooth operation of daily business
  • Provide administrative support in recruitment and ensure that the recruitments take place on time and organization standards have been applied for such practices/processes
  • Ensure that all employment contract files are updated in line with the local labor law and organization’s policy and provide support in issuing offer letters and contracts
  • Support to conduct  the internal and external audit action plan and facilitate the team of internal and external auditors for auditing, prepare the response on the comments addressing the issues of audit report
  • Provide support to the office in all aspect of financial, administration, procurement, logistic and HR matter, liaise with WVIN Support Service Team as necessary and undertake any other duties that may be requested by the Program Manager
  • Ensure safeguarding of all inventory and prepare inventory and assets register in complete manner
  • Prepare monthly and yearly cash and bank reconciliation.
  • Field visit and cross verification of invoice as per requirement.
  • Ensure timely deposit of TAX, PF and Retirement fund of project staffs. 
  • Supervision of Finance and Administrative Assistant.

Required Knowledge, Skills, and Abilities:

  • Strong analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems and suggesting improvements.
  • Strong computer literacy, and proven experience of computerized accounting packages and using Excel Spreadsheets.
  • Previous work experience in an NGO environment and in basic HR functions/administration skills is an advantage.
  • Excellent activity planning, prioritization and implementation skills and commitment to deliver against agreed deadlines. 
  • Ability to work in demanding situations under pressure in a team independently with minimum
Skills, Attitude and Behaviors
  • Demonstrate self-motivation, innovative and creative ideas and the ability to motivate communities.
  • Must be emotionally stable and willing to serve the poor and work with the community.
  • Good written and oral communication skills in local language and Nepali (proficiency in English is preferred).
  • Good computer skills – Word, Spreadsheet and presentations.

Education + Experience:

  • Bachelor’s degree in Management with proven 3 years of experience working in core financial management activities.
