Finance and Administration Coordinator (F&AC)

Accelerating the Sustainable Control and Elimination of Neglected Tropical Diseases (ASCEND), is funded by the UK Department for International Development (DFID). The objective of ASCEND is to achieve progress towards the 2020 NTD roadmap targets for the targeted NTDs across priority countries and to strengthen elements of the national health systems which are required for sustainable NTD control and elimination. The Programme will focus on five NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, visceral leishmaniasis, and trachoma.

The primary function of F&AC is to provide administrative, accounting, operational and logistic support to ASCEND team based in VBDRTC in close coordination with the VBDRTC and regional team based in Kathmandu.

This is a fixed term contract position [ Up to December 2021 ]

Reporting Line: This position reports to Project Coordinator

Dotted Reporting Line: Program Support Officer (PSO)

Location: The position is based in Hetauda (VBDRTC Office) with periodic field visits as per the need.

The main responsibilities of this position include but not limited to:

Accounting and Payments 

Under the direction of PSO and Program Coordinator (PC), F&AC will support to manage below accounting and payment related functions:

  • Keep record of transactions carried out and prepare vouchers together with relevant supporting documents.
  • Support PSO in the preparation of Bank Reconciliation Statement (BRS) and other reconciliations.
  • Prepare summary of the transactions/vendors to be paid and submit to PSO for the purpose of upload in S2B on a weekly basis.
  • Support PSO on preparing TDS details and deposits.
  • Support Project Coordinator and VBDRTC in Payment process during, training workshop and field works (e.g. Distributing allowances to the participants, documents review, and other necessary support)  
  • Support Regional contract and compliance Manager on budget monitoring (BVA) of the activity (LF mapping).
  • Support Regional team on VAT refund process with Nepal Government
  • Support VBDRTC, Project Coordinator and M&E coordinator while preparing various deliverables together with financial report on timely manner as mentioned in the non-financial LOA.
  • Work as a custodian of vouchers and other related supporting documents created for MMDP mapping related activities and others processed from that location.
  • Work as a custodian of petty cash if needed and process for periodic replenishment.

Administrative/Procurement

  • Support PC for the preparation and update of procurement plan of the activity.
  • Initiate the procurement process and market survey through competitive process as per the ASCEND procurement manual.
  • Preparation of updated record of procured materials (Assets, equipment and program materials/supplies) and share with PSO periodically.
  • Coordinate with team and support on various admin related activities like: Air ticket/hotel booking for workshop/accommodation, vehicle renting, stationeries, supplies and others as per the need.

Logistic and others

  • Take lead on various logistic related matters required at VBDRTC for LF mapping and others as per the need.
  • Exploring vendors/hotels required for various workshop, stationeries, supplies etc. and maintain proper filing for future reference.
  • Take lead and manage operational matter of ASCEND office in Nepal with the support from Regional Finance Manager and Country Lead.
  • Support ASCEND team in various follow ups with vendor, IPs, government offices and etc.
  • Support PSO and Regional team during the time of audit (Statutory, donor and others)
  • Other tasks as assigned by the line manager.

Required Knowledge, Skills, and Abilities:

  • Ability to interact with staff at all levels in a fast-paced environment, sometimes under pressure, and be proactive, resourceful and efficient, with a high level of professionalism; 
  • Excellent skills in coordination among the team, government officials and regional team of ASCEND in Nepal
  • Excellent oral and written communication skills; 
  • Excellent organizational skills and attention to detail; 
  • Excellent competency in Microsoft Office, including Word, PowerPoint, and Excel.  
  • Willing to work in the diverse work environment with passion and patience
  • Willing to make travels within the country as per the need.

Education + Experience:

  • Bachelor’s degree in administration, Finance or related field (CA/ACCA semi qualified)
  • Minimum of 3 years of Accounting/Administrative and procurement/Logistic work experience, preferably for an organization implementing activities together of government offices.
