Job Description:
Vacancy Announcement
The project will implement SBCC (Social Behavior Change and Communication) AND NSL (Nutrition-Sensitive Literacy) COMPONENT OF NATIONAL SCHOOL MEALS PROGRAMME IN NUWAKOT DISTRICT in agreement with WFP Nepal, which will target 453 public schools and communities in all 12 Palika in the District for three years starting in May 2020.
Position: Finance and Admin Officer
Reports to: Finance and Admin Coordinator (SVA Staff based in Kathmandu)
Duty Station: Nuwakot
Duration: 14th August 2020 to 31st December 2020 with possibility to extend
Salary and benefits: As per the organization policy.
Position Description:
Under the direct supervision of Finance and Admin Coordinator, this position will be ensuring day to day financial transactions of the office and will support the project team with financial and administration matter.
Specific Duties and Responsibilities:
- Conduct works related to general administration, logistics management, assets/office/equipment management, coordination, procurement function, inventory management, human resources, etc.
- To enter accounting data and collect/keep accounting document according to the budget planned.
- Records expenditures/income and any other related transactions.
- Make salary payment to each staff by deducting the applicable tax and collect supporting working record every month.
- Review the travel documents to pay the DSA and transport cost.
- Prepares monthly cash/ bank reconciliations
- To make monthly financial report and submit to SVA Finance and Admin Coordinator
- Ensure the effective use of the fund in district and maintain the transparency and accountability.
- Preparation of auditing and must have sound knowledge of taxation
- Timely deposit of the tax deducted in the Tax Office and entry of e-TDS with approval of Tax Officer.
- Co-ordinate with project team and SVA to develop the effective financial and accounting management system
- Provide support and guidance to team in managing funds and financial and accounting system
- Ensures all advances are recorded in the advance system timely, act as co-signatory for the operation of the designated bank accounts of the project and others as deemed necessary
- Review payment vouchers to ensure all compliances ensures local and national legal requirement relating to tax
- Ensure proper and timely maintenance of books of account and effective internal control system practicing in place
- Preparation and compilation of monthly, quarterly and annual financial reports to be submitted to the management/SVA
- Preparation of Budget variance on monthly/quarterly basis for submitting to funding partner as well as to the Management for financial analysis
- Involve and support in procurement of goods and service and provide the technical support
- Systematic numbering and filing all the vouchers with its proper and organized supporting documents
- Support to conduct the internal and external audit action plan and facilitate the team of internal and external auditors for auditing, prepare the response on the comments addressing the issues of audit report
- Undertakes whatever other tasks may be necessary for the smooth running of the project as directed by project team and SVA
- Work with SVA Nepal office staff with being supervised by SVA Finance and Admin Coordinator.
- Other responsibilities as assigned by Finance and Admin Coordinator of SVA.
Required Knowledge, Skills, and Abilities:
Skills required:
- Sound knowledge about financial accounting and reporting.
- Ability to work with high level of accuracy, confidentiality concerning financial transactions and employees files.
- High standard of integrity and loyalty
- Ability to work independently and as a team
- Strong analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems and suggesting improvements
- Strong computer literacy, and proven experience of computerized accounting packages and using Excel Spreadsheets
- Previous work experience in an NGO environment and in basic Logistic functions/administration skills is an advantage
- Excellent activity planning, prioritization and implementation skills and commitment to deliver against agreed deadlines
- Ability to work in demanding situations under pressure in a team independently with minimum supervision and deliver against team objectives
- Excellent communication, interpersonal, influencing and persuasive skills
- Fluency in written and spoken English
- Gender awareness, gender sensitivity

Education + Experience:
General requirement:
- Bachelor’s Degree in management with accounting as major.
- Minimum 3 years of experience in financial/administration functions.
- Experiences with donor funded projects will be added advantage.
