Job Description:

Based in Kathmandu Nepal the DCOP will provide strategic and technical leadership to ensure the activity delivers fast, flexible, and demand-driven MEL support to our Mission client. They will work closely with the Chief of Party and senior leadership to ensure sound collaboration, learning and adaptation (CLA), training and capacity building, strategic communications, geographic information systems (GIS), and management information systems (MIS). Nepali citizenship is required.  

Note: This position is contingent upon donor award.

Responsibilities

  • Oversee the work of senior technical officers/MEL specialists implementing MEL support activities across the Mission’s technical offices;

  • Provide consistent and accurate reporting of internal contract performance and progress;

  • Conduct project management including sound financial management, including oversight of technical deliverables, CLA activities, training and capacity building activities, strategic communications, GIS, and MIS.

  • Ensure innovation, rigor and coherence in the methodological approach to all Mission-provided support. 

  • Ensure rigor, coherence and the accurate data visualization to support streamlined reporting and infographic development.

  • Exercise quality control and quality assurance in reporting and tracking MEL support progress.

  • Identify and anticipate issues, risks and risk mitigation strategies to ensure the consistent, timely implementation of MEL support; suggest appropriate programmatic adjustments and coordinate all approved changes.

  • Maintain communication channels developed in coordination with the Chief of Party and the Mission.

  • Facilitate strong collaboration, learning and adaptive management practices across the USAID/Nepal program cycle.

  • Coordinating with the Senior CLA Specialist, support the development and implementation of a learning plan that covers internal staff and Mission support levels.

  • Make formal and informal presentations as needed to support Mission priorities.

  • In the absence of the COP, the DCOP will serve as the primary point of contact with the Mission and the home office.

  • Other technical and operational support duties as assigned.

Required Knowledge, Skills, and Abilities:

Qualifications

  • Nepali citizenship is required.

  • Advanced degree in international development, economics, statistics, research methods, political science, public policy, social science or a related field;

  • At least ten years’ experience in managing research and performance management activities, including knowledge management, monitoring and evaluation, learning, strategic communications, GIS, and/or MIS; 

  • At least five years of supervisory experience, including direct supervision of professionals and support staff, and assembling teams of professionals to respond to complex assignments;

  • Prior experience managing USAID activities;

  • Proven ability to lead and manage a team of senior-level professionals;

  • Excellent oral and written communication skills in English and Nepali;

  • Excellent project management skills and team management skills;

  • Excellent interpersonal skills and ability to work with people from different cultures; and

  • Strong and demonstrated commitment to international development and capacity development.

Education + Experience:

  • Advanced degree in international development, economics, statistics, research methods, political science, public policy, social science or a related field.
