SNV is seeking qualified Nepalese for Project Leader position to implement a project called “Austria-Nepal Renewable Energy Blended Finance Facility” (REBFF) in Sudoor Paschim Province of Nepal. SNV Nepal with the financial support of Renewable Energy and Energy Efficiency Partnership (REEEP) will be implementing a project called “Austria-Nepal Renewable Energy Blended Finance Facility” (REBFF) in Sudoor Paschim Province of Nepal. The main objective of the project is to support development and upscaling of innovative financing by establishing a Credit Guarantee Fund (CGF) to finance renewable energy projects and strengthening capacity of stakeholders involved. However, access to energy to the rural households through financing will be the main outcome of the project.

Under WASH sector, SNV Nepal is seeking qualified Nepalese for WASH MEAL Advisor. The WASH MEAL advisor will be in charge of monitoring, evaluation and learning in the WASH projects of SNV Nepal. Supervised by the WASH sector leader, she/he will work closely with SNV WASH advisors and project leaders. The position requires close communication and coordination with all the staff involved in the project implementation to support applied research as outlined in the project plans. In addition, the MEAL advisor can be involved in the selection and supervision of service providers or consultants employed in MEAL-related activities.

Job Description

  • The WASH MEAL Advisor leads and is in charge of monitoring and evaluation (M&E) for all the WASH projects SNV conducts in Nepal, including planning, data collection, analysis and report drafting.
  • Ensure that established M&E frameworks are adhered to in all projects, as per guidelines by SNV and by project donors.
  • On the basis of projects’ M&E frameworks, plan effectively and in due time M&E qualitative and quantitative surveys.
  • Take part in the selection and training of service providers or consultants for data collection or analysis. 
  • Supervise data collection in SNV project areas and ensure the data collected are of high quality and suitable for analysis.
  • Carry out data analysis in collaboration with SNV colleagues in Nepal or internationally as per guidance, including data cleaning if required, ensuring high-quality analysis.
  • Contribute to report writing based on M&E surveys, according to the projects’ reporting obligations.       
  • In close collaboration with the WASH sector leader and the project leaders, ensure that project teams and implementing partners are aware of the existing M&E plans and of the projects’ expected outcomes and impacts.
  • Provide support to WASH advisors or other SNV colleagues in need assessments or formative research.
  • As SNV collaborates with research institutions from Nepal or abroad, if applicable, support data collection and analysis as part of research activities.     
  • Support learning and innovation processes in SNV, in close collaboration with the WASH sector leader, project leaders and all relevant colleagues and partners, including if applicable SNV sectors other than WASH. 
  • Take part in preparing lessons learned or other knowledge management outputs documenting good practices and innovations.  
  • Assist the WASH sector leader and project leaders to establish or maintain databases of M&E data and any information relevant to the project and organisational learning, such as photos, videos, reports, factsheets, MoM, etc.
  • Any other duties occasionally agreed with the line manager. 

Required Knowledge, Skills, and Abilities:

  • Strong familiarity with designing, planning and carrying out quantitative and qualitative data surveys.
  • Familiarity with digital data gathering via smartphones or tablets.  
  • Fluency in the MS Office package, in particular Excel for quantitative analysis.  
  • Report writing and data presentation experience.    
  • Knowledge of common M&E approaches, requirements and systems.
  • Desirable knowledge of statistical tools and additional data analysis software.
  • Fluency in oral and written English.
  • Outstanding accuracy and attention to detail, and capacity to deliver high-quality outputs.  
  • Willingness to devote much of her/his time to quantitative data management.
  • Capacity to successfully work in teams and to establish effective work relations with colleagues, stakeholders, implementing partners, consultants and service providers.
  • Ability to manage his/her own time and to abide by workplans and deadlines.
  • Willingness to be based in SNV office in Kathmandu and to travel to SNV project areas frequently, occasionally at short notice.

Education + Experience:

  • Minimum five(5) years of experience in monitoring, evaluation and learning.    
  • University degree in a relevant field required. Masters preferred.
