Job Description:

Summary of Primary Duties

The Risk Sensitive Land Use Plans (RSLUP) and Urban Planning Manager will be responsible to provide essential technical knowledge and expertise to the implementation of Component 2: Building Capacity at Municipal Level, especially, provide technical assistance for the development and implementations of Risk-Sensitive Land Use Plans (RSLUPs)that are inclusive, clearly communicated to the public, and owned by urban municipalities.

Essential Duties

  • Provide technical expertise in the areas of urban planning, urban management and governance to develop Risk Sensitive Land Use Plans, Land Use Policies, Planning and Building By-Lawsin the program municipalities;
  • Provide managerial and coordination support in the development and implementation of RSLUPs in the program municipalities;
  • Support and coordinate field works, stakeholder engagement and consultation work; 
  • Conduct data analysis, assessments and reporting necessary to develop RSLUPs and supporting policy and by-laws. 
  • Support land use/spatial planning (integrated with transportation, environmental, conservation and socio-economic development plans), land use zoning, preparation of regulations and ordinances; 
  • Support preparation/writing of RSLUP document, land use policy, planning and building by-laws, other related documents;  
  • Support development of RSLUP implementation framework, implementation tools and tailored technical assistance packages to the program municipalities 
  • Support design and development of RSLUP training curriculum for engineers and planners, Training for trainers at the municipal level, and federal level (for MoHA, MoFAGA, MoUD/DUDBC, MoLMCPA etc.) and other stakeholder organizations at national land provincial level  
  • Lead institutional capacity building of local municipalities for planning and implementing
  • RSLUPs;
  • Support organization of RSLUP related trainings at the municipal, provincial and national levels in coordination with Tayar Training Specialist, Tayar sub-contractors and resource partners;  
  • Contribute technical inputs to develop outreach materials to communicate results, mainstreaming, awareness or RSLUP outcomes and implementations;
  • Other duties requested by Chief of Party / Deputy Chief of Party/Municipal Planning Specialist.

Required Knowledge, Skills, and Abilities:

  • Understanding of national urban policies, municipal level urban planning policies, guidelines, building by-laws and working with Government of Nepal counterparts, municipalities. 
  • English language fluency required.

Location and Reporting

The RSLUP and Urban Planning Manager will be based in Kathmandu with frequent travel to the eight selected municipalities across Nepal and will report to the Municipal Planning Specialist.

Education + Experience:

  • University degree in Urban Planning/Urban Management/Urban Governance or relevant field with Master’s degree preferred.
  • 10 years of relevant experience, including at least 5 years in relevant position
