Ipas Nepal is a non-profit international development organization that works to increase women’s ability to exercise their Sexual and Reproductive Health, especially the Right to Safe Abortion and Contraception. We seek to eliminate Unsafe Abortion and the resulting deaths and injuries and to expand women’s access to Comprehensive Abortion Care, including contraception and rela ... ted reproductive health information and care.  Family Planning (FP) is one of the priorities programmes of the Ministry of Health and Population (MoHP) with an aim to foster equitable access and utilisation of quality FP services throughout the country. Over the years, Nepal has achieved a remarkable improvement in the reproductive health including FP services. However, despite this improvement, Contraceptive Prevalent Rate (CPR) in the country has been stagnant for decades. In addition, contraceptive knowledge and use is low while and Age specific Fertility Rate (ASFR) and unmet need for family planning is high among adolescent and youths because of various structural and socio-cultural barriers. Research suggests that youths are most effectively reached with messaging on sensitive issues like family planning among others when it comes from their peers. To capitalise on that approach, Ipas Nepal intends to orient and mobilise students in grades 11 to 12 who are studying in rural areas and provide them with the knowledge and skills to be “Change Agents” and disseminate FP messages in their community. Accordingly, Ipas Nepal invites applications from interested Nepalese candidates for the below mentioned position for its UK’s Department for International Development (DfID) funded Nepal Family Planning Project (NFPP) on “Addressing Unmet Need for Family Planning among Excluded and Vulnerable Women” implemented in partnership with Marie Stopes International (MSI)/Sunaulo Pariwar Nepal for identifying and orienting youths in two of its the project districts namely Kavre and Dailekh. The youth activity will be conducted in 2 project districts: Dailekh and Kavre. Youth related orientation and mobilisation will take place in Dailekh and Kavre in the 5 clusters (in each district) comprising 20 youths in each cluster.

Job Description:

The Procurement and Human Resources Associate conducts a wide range of diverse procurement and human resources functions to support the Ipas Nepal program delivery. This role involves independently dealing with staff, consultants, vendors, service providers for the delivery of goods and services to be procured for effective program implementation.

Required Knowledge, Skills, and Abilities:

  • Ensure strict compliance with Ipas procurement policy, and human resources policy standard operating procedures, for internal control compliance
  • Assist in implementing policies, procedures, rules, and regulations for country staff in compliance with local labor law
  • Conduct human resources and procurement functions using ERP/Workday system
  • Develop procurement projection plan in close coordination with program units
  • Provide day to day support on managing key procurement tasks on vendors and service providers screening and selection
  • Prepare vendor database, empanalment and enter into long term agreement for recurring services and goods
  • Prepare and issue purchase orders and contractual agreements with consultants, service providers and vendors
  • Verify goods delivery and payment invoices documents for final payment
  • Maintain hard copy filing system on the procurement documents for internal compliance and audit
  • Orient on the human resources policies, procedures, laws, and standards to new and existing employees
  • Prepare job advertisements, request for proposal advertisements
  • Prepare, update employment records related to hire, transfer, promotion, and termination
  • Process for proper filing system on staff and consultants’ documents
  • Monitor and coordinate for professional development programming
  • Monitor employee time sheets and leave records
  • Help to maintain employee benefits coverage and claims on medical insurance
  • Focal point for vehicle rental for staff and consultants travels to the districts
  • Perform other related duties as required

Education + Experience:

  • Candidate with Master’s degree is preferred, or with Bachelor’s degree in Business Administration, Public Administration, Human Resources or any other relevant field of study
  • Must have at least 4 years or more relevant professional experience in human resources, procurement, logistics and administration work
  •  Experience in using various computer applications such as word, excel, power point, email and internet
  • Must be detailed oriented and well organized, efficient and able to meet deadlines
  • With good oral and written communication skills in both English and Nepali
  • Candidate with work experience in the development sector/INGO will be preferred
