Job Title:  Finance and Administration Director, USAID/Nepal Monitoring, Evaluation and Learning (MEL) Activity

Location:  Katmandu, Nepal

Date:  Five-year project.  Start date TBD.

Job Profile

WI-HER, LLC is actively seeking a Finance and Administration (F&A) Director for an anticipated five-year United States Agency for International Development (USAID) Monitoring, Evaluation, and Learning (MEL) project in Nepal. The program will support and facilitate USAID’s capacity to leverage MEL approaches to improve development outcomes and will strengthen the organizational capacity of USAID/Nepal’s strategic partners.

The F&A Director will work closely with the Chief of Party (COP) in overseeing the financial and administrative day-to-day oversight of the project, remaining in close contact with USAID and the government of Nepal.  The F&A Director will provide guidance and direction on processes and compliance, manage the administrative and financial aspects of project, oversee human resources management and procurement, and supervises F&A team members.

The position will be full-time and be based in Kathmandu, Nepal.

Responsibilities

  • Manages all financial and administrative aspects of the project and ensures compliance with WI-HER, US Government (USG) and local country finance and accounting policies and procedures.
  • Support the Chief of Party (COP) in operational and managerial oversight and ensures that all activities are undertaken in full compliance with WI-HER standard operating procedures, USAID policies and regulations, and local policies and laws.
  • Oversees preparation and submission of monthly financial statements (including expenses, receivables, and payables).
  • Collaborate in working relationships USAID/Nepal and other along with relevant in-country stakeholders
  • Ensures timely submission of expense reports, bank reconciliations, and wire transfer requests to corporate headquarters in the US.
  • Prepares monthly, quarterly, and annual expenditures and prepares pipeline estimates for the project.
  • Prepares bi-weekly cash requirements and monitors cash flow and reconciles cash accounts to maintain appropriate cash balances.
  • Oversees human resources management, procurement, payroll administration andany other local country reporting requirements for the project.
  • Provides technical assistance, as required, to build the financial management capacity of local partners.
  • Implements and monitors cost-effective and efficient systems and procedures.
  • Supervises administrative and financial support team members.
  • Promote sustainability of project activities through effective networking, building connections to other programs, capacity building of project staff, and institutional strengthening in support of the journey to self-reliance.

Required Knowledge, Skills, and Abilities:

  • Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary.Must possess strong understanding of USAID contract policies and regulations.
  • Demonstrated competencies in project management, including: staff supervision and personnel management for professional development; timely financial reporting to clients, project leadership and headquarters; budget planning, management, and forecasting; management of subcontracts and Grants Under Contract (GUCs); and ability to provide oversight, training and compliance with USG policies and regulations.
  • Strong planning, organization, strategic thinking, and problem-solving skills.
  • Must possess excellent oral and written communication skills and fluency in English and Nepali
  • Knowledge of an accounting software is preferred.

Education + Experience:

  • Master's Degree in Public Administration, Accounting, Finance, or related field and at least 8 years of experience (or Bachelor (S-1) degree and at least 12 years of experience) in financial and administrative management of programs in Nepal, including experience in the management of international donor funded projects; USAID-funded contract management strongly preferred.
