Job Description:

The DCoP reports to Chief of Party (CoP) and assists the CoP with all responsibilities, including the development and implementation of the CS:MAP vision, strategy, and technical direction. The DCoP serves as the secondary liaison with USAID/Nepal, and manages staff, partners, and operations. The DCoP assists the CoP with all aspects of program performance, both technical and managerial, and ensure that procedures are adhered for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting. The DCoP works with the CoP to supervise the recruitment, hiring, and for supervision of local staff and consultants. 

Key Responsibilities :

  • Assist the CoP with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360
  • Assist the CoP in creating and maintaining good working relationships with USAID, Government of Nepal counterparts, civil society organizations, media, and other program partners
  • Manage staff, partners, and operations ensuring close coordination and collaboration between the project’s various teams in both central and field offices
  • Provide technical support to project teams in civil society strengthening, capacity development, advocacy, and media
  • Manage deadlines, draft reports, maintain records, and monitor achievement of benchmarks in the agreement
  • Serve as acting CoP in CoP’s absence 
  • Oversee the subaward management process, specifically:
    • Support the design and management of an open, transparent, and competitive grants making process
    • Work closely with appropriate project personnel to develop solicitations approved by FHI 360 and USAID; publicize and promote the solicitations through various media channels: process and prepare all necessary documentation, in collaboration with project personnel; follow-through and complete all approval processes
    • Supervise the implementation of subawards 
  • Conduct performance assessments of direct supervisees, identifying and recommending areas for improvement and opportunities for professional development
  • Mentor and manage staff in a respectful and transparent manner, working with local staff to build their technical and administrative capacity

Required Knowledge, Skills, and Abilities:

  • Extensive experience with gender equality and social inclusion, including work with youth, women, Dalits, Janajatis, Madhesis, and other marginalized groups
  • Excellent knowledge of civil society and media dynamics in Nepal
  • Excellent management and communications skills, strong interpersonal skills to ensure internal coherence among diverse team members
  • Proven experience and performance in program development, grant making and grant management with international organizations
  • Experience with USAID rules and regulations
  • Excellent oral and written skills in English and Nepali

Education + Experience:

  • Masters in social sciences, international relations, management, or a related field
  • Minimum seven (7) years of experience managing donor-funded programs in the democracy and governance space
